Usually when your turnover is low, there's a minimum tax rate. But it's hard to say how much because it depends on each city or town.
The President said that it should be abolished but it is unclear if that will be complete or if they'll let a part of it remain (or if they won't create another tax to fund local communities, but that's me being pessimistic ;-) ).

Tell us the name of your town, perhaps another person live near you and could tell the tax amount.
For exemple, for Annemasse, little town in Haute Savoie, the minimal tax rate is 425€
Try to reach the town hall (mairie) some of them know the amount. I got the tax rate from my local tax center.
Sorry to stop your dreams about the abolishment of the tax, but it seems that just a part of it will be abolished and not the part WE have to pay.
